This TSD presents the rationale, documentation, and methodology relied upon to technically justify the Illinois EPAs proposed regulatory changes to control VOM emissions from the categories known collectively as the Consumer and Commercial Products, Group II, which includes lithographic printing, letterpress printing, flexible packaging printing, flat wood paneling coating, and industrial cleaning solvents.
