American Federation of State, County and Municipal Employees, Council 31 -vs- Lake County Clerk of the Circuit Court: On April 28, 2015, Administrative Law Judge Kelly Coyle issued a Recommended Decision and Order recommending that the Board certify the American Federation of State, County and Municipal Employees, Council 31 as the exclusive representative of a unit of certain full and part-time non-professional employees employed by the Lake County Clerk of the Circuit Court (Employer). In so holding, she rejected the Employer's contention that it has raised issues of fact for hearing on the allegation that the Union has obtained its showing of interest through fraud or coercion.
