The U.S. Department of Housing and Urban Development (HUD) requires State and local grantees of the four formula grant programs, namely the Community Development Block Grant (CDBG) the HOME Program, the Emergency Solutions Grants (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) programs to develop a five-year Consolidated Plan as a condition for funding.
