In 1991, the Illinois Environmental Protection Agency (EPA) cited C.I.C. for violations relating to improper storage of drummed wastes and failure to implement a Resource Conservation and Recovery Act closure plan at the site. It was noted during a site inspection in October 1993 that many of the drums had been removed from the site. The Illinois EPA is seeking a court order for the analysis and removal of any remaining drummed wastes and the cleanup of any related soil contamination.

Illinois EPA continues to investigate groundwater contamination in the areas of unincorporated Downers Grove. During October 16-18 and October 23-24, Illinois EPA sampling teams collected 159 private well samples. Nine more samples were collected on November 14. The samples were taken primarily in an area south of Maple Street and east of Belmont. The two larger images referenced in the fact sheet will be included as two separate pdf attachments.
The 55-acre former municipal solid waste landfill located at 4100 West Frontage Road, Hillside, Illinois, commonly known as the Congress Landfill or the Hillside Landfill is owned by Congress Development Company and has been operated by Allied Waste Transportation, Inc. since 2007. During the history of the landfill, odor complaints have been common. In 2005, there was a significant increase in the frequency and strength of odors impacting residents surrounding the landfill and a resulting increase in odor complaints to the Illinois Environmental Protection Agency. In 2006, landfill gas was found to be migrating offsite potentially causing hazardous conditions in nearby buildings. The Illinois EPA and the Illinois Attorney Generals Office took action at that time forcing the landfill to address problems that were immediately dangerous offsite, including requiring monitors in basements for the detection of landfill gas. Since 2006, there have been continuing odors, high landfill gas readings and other incidents including a leachate release in 2009, although actions taken by the landfill to address these issues have greatly reduced the strength and frequency of these issues.
The three landfills are located in Marion County approximately two miles south of Centralia, Illinois on Perrine Avenue south of Webster Creek. The Burlington Northern Railroad bisects the landfill areas. South and west of the landfills are several residences. The Centralia landfill sites are three of thirty-three (33) abandoned landfills that Illinois EPA identified in 1998 as critical environmental problems that need to be addressed. In 1999, Governor George H. Ryan and Illinois lawmakers included $50 million in the Illinois FIRST program to address problems posed by these abandoned landfills.

The volatile organic compound (VOC) sample results from the Illinois EPAs recently installed bedrock monitoring well indicate vinyl chloride contamination of the bedrock groundwater between Playfield Cleaners and the former Crestwood PWS well, as predicted by the Illinois EPAs groundwater flow modeling results. The VOC samples were collected from the bedrock monitoring well on September 17, 2009. Illinois EPA experts believe these data implicate the Playfield Cleaners property as the source of contamination of the former Crestwood PWS Well #1.
The purpose of this fact sheet is to discuss the remedial investigation (RI) to be conducted on Landfills 1; 2, 3; and 4 in Operable Unit 2 (OU-2) at the former Chanute Air Ford Base (AFB) in Rantoul Illinois, in order to establish if these landfills pose an unacceptable risk to human health and/or the environment.
