Figuring out whether or not a permit or registration is needed has been confusing and frustrating to many small businesses. While this document is intended to help explain how to make this determination, it does not provide a definitive answer for every person or facility. Permit decisions can be complex matters and situations requiring interpretation and assistance can arise.
