This document identifies the data collection programs, and their associated goals and objectives that will be carried out by Illinois Environmental Protection Agency over the next five years in order to determine whether the goal of the nation's waters "fishable and swimmable" is being attained. The Illinois EPA receives federal funds through the United States Environmental Protection Agency to conduct various surface and groundwater monitoring programs. Specifically, this report incorporates federal guidance entitled, "Elements of a State Water Monitoring and Assessment Program" (October 2002).
