Charleston Side Channel Reservoir TMDL: Progress Report #4

This report documents the analysis and findings of stage 1 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.

During the week of September 12th, 2011, demolition activities are being conducted on the Chemetco site south of Hartford. The removal of several structures will reduce the bulk of the industrial materials on the site and will dramatically change the overall look of the facility. Included in the demolition activities are the Foundry Building and adjacent American Air Filter air pollution control system, the interior demolition of the Tank House Building, and demolition of other adjacent small support buildings.

This report covers our financial audit for the year ended June 30, 2011 and compliance examination for the two years ended June 30, 2011 of the Department of Healthcare and Family Services. At June 30, 2011, the Health Insurance Reserve Fund was owed $1,275,439,000 from other State funds and component units to fund current costs for State employees health insurance. As of June 30, 2011, the Other Postemployment Benefit Plan has a financial liability of $5,716,357,000. The Actuarys Report estimated the liability for Other Postemployment Benefits as of June 30, 2011. The Unfunded Actuarial Accrued Liability was estimated to be $33,295,354,000. Current financial reporting standards do not require the entire actuarial liability amount be reported on the face of the financial statements; however, the information is disclosed in Note 9 of the financial statements.

Decisions and Opinions of the Illinois State Labor Relations Board

Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS 315 (2012), allows the Governor to designate certain employment positions with the State of Illinois as excluded from collective bargaining rights which might otherwise be available under Section 6 of the Act. This case involves such designations made on the Governors behalf by the Illinois Department of Central Management Services (CMS), in three petitions filed in Case Nos. S-DE-14-134, S-DE-14-135 and S-DE-14-136. Administrative Law Judge (ALJ) Thomas R. Allen consolidated these cases for decision. and on December 30, 2013, issued a Recommended Decision and Order (RDO), finding the designations comport with the requirements of Section 6.1.
