TMDL Development for Lake Michigan Beaches

Over the last 30 years, waters in Illinois have been monitored for chemical, biological and physical conditions. In some cases, the conditions of those rivers and lakes fall short of the need to support basic water quality use goals. These waters are deemed impaired since they cannot meet use expectations set for them under state and federal law. When this happens Total Maximum Daily Load (TMDL) reports are developed for impaired waters to determine the maximum amount of a pollutant a water body can receive and still meet water quality standards and support its designated uses. Designated uses include aquatic life, public water supply, swimming, recreation, fish consumption, and aesthetic quality. The Illinois EPA makes the decision to list a beach as not meeting its Primary Contact use of swimming and recreation based on the Illinois Department of Public Health beach closings.

Technical Support Document for Best Available Retrofit Technology Under the Regional Haze Rule [final]

The purpose of this document is to describe Illinois approach for meeting the BART requirements for emission sources in Illinois that have been shown to be BART-eligible. Technical analyses conducted by the Illinois EPA have shown that certain BART-eligible sources in Illinois are causing or contributing to visibility impairment in several Class I areas in the eastern United States, including Mammoth Cave National Park in Kentucky, the Mingo Wilderness Area in Missouri, and Isle Royale National Park in Michigan. Illinois is therefore required to submit revisions to its State Implementation Plan (SIP) to require that subject emission sources install cost effective retrofit control technologies, or provide equivalent emission reductions.

Stream Dissolved Oxygen Improvement Feasibility Study for Salt Creek: Final Report

In October 2004, the Illinois Environmental Protection Agency (Illinois EPA) issued a completed Total Maximum Daily Load (TMDL) Study for Salt Creek. From this study, the Illinois EPA developed TMDL allocations for various pollutants. The report concluded that significant reductions in biochemical oxygen demand (BOD) and ammonia would be necessary in order for the Illinois Dissolved Oxygen (DO) standards to be achieved in Salt Creek during low-flow, warm conditions, and that the potential removal of one or more existing dams along lower Salt Creek could offer significant water quality improvements. Since the publication of the TMDL report, affected communities, municipal wastewater treatment plant operators, and interested environmental organizations have joined together to form the DuPage River Salt Creek Workgroup (DRSCW). The mission of the DRSCW is to study the East and West Branches DuPage River and Salt Creek watersheds in order to gain a better understanding of environmental impairments that are leading to poor water quality and impacting aquatic life. The initial focus of the DRSCW, for this project, was to develop a computer model that would accurately reflect low-flow, warm stream conditions, particularly DO, along Salt Creek, from which alternatives for improving DO concentrations could be developed. While working on this task it became apparent that better environmental monitoring data were needed. At this point the focus of the Workgroup expanded to include design and implementation of water quality monitoring studies that would generate sound scientific data.

Tampier Lake/Saganashkee Slough Watersheds Stage Three TMDL Draft Report

This report documents the analysis and findings of stage 3 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.

Streambank Cleanup and Lakeshore Enhancement (SCALE) Program: Pilot

Illinois EPA announced the 2003 pilot SCALE program in December 2002. An application package was sent to approximately 100 civic and environmental groups. The mailing list included Section 319 applicants, regional planning commissions and local government offices throughout the state and citizen organizations that were known to have already held a clean up.
