The Glenview Police Department provided a photo array for viewing by a cell phone purchaser who, from the array, identified this 16-year-old juvenile respondent as the individual from whom he purchased a cell phone on September 27, 2013, based on representations by that seller that the cell phone belonged to him. It did not, but had been reported stolen.
