Review of the New World Genera of the Leafhopper Tribe Erythroneurini (Hemiptera: Cicadellidae: Typhlocybinae)

Irregularly published technical series. Abstract: The genus-level classification of New World Erythroneurini is revised based on results of a phylogenetic analysis of 100 morphological characters. The 704 known species are placed into 18 genera. Erasmoneura Young and Eratoneura Young, previously treated as subgenera of Erythroneura Fitch, and Erythridula Young, most recently treated as a subgenus of Arboridia Zachvatkin, are elevated to generic status. Three species previously included in Erasmoneura are placed in a new genus, Rossmoneura (type species, Erythroneura tecta McAtee). The concept of Erythroneura is thereby narrowed to include only those species previously included in the nominotypical subgenus. New World species previously included in Zygina Fieber are not closely related to the European type species of that genus and are therefore placed in new genera. Neozygina, n. gen., based on type species Erythroneura ceonothana Beamer, includes all species previously included in the ceonothana group, and Zyginama, n. gen., based on type species Erythroneura ritana Beamer, includes most species previously included in the ritana group of New World Zygina. Five additional new genera are described to include other previously described North American Erythroneurini: Hepzygina, n. gen., based on type species Erythroneura milleri Beamer and also including E. aprica McAtee; Mexigina, n. gen., based on type species Erythroneura oculata McAtee; Nelionidia, n. gen., based on type species N. pueblensis, n. sp., three additional new species, and Erythroneura amicis Ross; Neoimbecilla, n. gen., based on type species Erythroneura kiperi Beamer and one new species; and Illinigina, n. gen., based on type species Erythroneura illinoiensis Gillette. Five new genera, based on previously undescribed species, are also recognized: Aztegina, n. gen, based on A. punctinota, n. sp., from Mexico; Amazygina, n. gen., based on type species A. decaspina, n. sp., and three additional new species from Ecuador; Hamagina, n. gen., based on type species H. spinigera, n. sp., and two additional new species from Peru and Ecuador; Napogina, n. gen., based on type species N. recta, n. sp., and one additional new species from Ecuador; Perugina, n. gen., based on type species P. denticula, n. sp., from Peru; and Spinigina, n. gen., based on type species S. hirsuta, n. sp., and an additional new species from Peru. Phylogenetic analysis suggests that the New World Erythroneurini consist of three lineages resulting from separate invasions from the Old World.

Results of the 2006-2007 Non-resident Deer Hunter Survey

Survey to characterize the hunting activity, land access, expenditures and motivations of nonresident deer hunters in Illinois. Abstract: A random sample of 3,000 non-residents who purchased deer hunting permits in Illinois during the 2006-2007 season were selected from license sales data. An 11-page questionnaire was mailed to the selected sample in January-March 2007. We received 1,916 useable responses from 2,945 deliverable addresses (65% response rate). Non-resident hunters purchased the most permits per hunter during the firearm deer hunting season, but hunted the most days during the archery deer season. Non-resident hunters harvested more large bucks (4 antler points on one side) than any other type of deer, and the harvest rate per hunter for large bucks was highest during the firearm season. Non-resident hunters spent an average of $2,142 (total) to hunt deer in Illinois for an average of 8.6 days. Eighteen percent of non-resident hunters leased land to hunt deer during 2006-2007 and paid an average of $1,435 each to do so. More hunters (37%) hired an outfitter to hunt deer in Illinois and they paid an average of $2,045 for those services. Leasing land and hiring an outfitter did not appear to increase hunters harvest over hunters who did not lease land or hire outfitters. Non-resident hunters were willing to harvest large bucks and does, but not willing to harvest small bucks or fawns. They harvested male deer and fawns at rates comparable to their stated willingness; however, they far under-harvested adult does in comparison to their reported willingness. Non-resident hunters find the quality of Illinois deer herd and their likelihood of harvesting a trophy deer the most important factors determining the quality of their hunt in Illinois. Most non-resident hunters were satisfied with the deer herd, the quality of their deer hunt and deer management in Illinois.

Report to the Members of the 94th General Assembly on the Findings of Senate Bill 248 (PA 94-0470)

On August 4, 2005, Governor Blagojevich signed Senate Bill 248 (Public Act 94-0470) which required the Office of the Secretary of State to undertake a study to determine the feasibility of establishing a standard license plate that would (i) replace some or all special plates currently issued under the Code and (ii) identify its special plate classification by means of a sticker attached to its left side. It further required the Secretary of State to undertake a study of the feasibility of identifying, on the license plates issued to any vehicle of the First Division, the county in which the vehicle is registered, by use of a registration sticker or some other device or method as well as undertake a study of the feasibility of permitting the attachment of a special plate to the front of a vehicle of the First Division or a vehicle of Second Division weighing 8,000 pounds or less and the attachment of a standard registration plate to the rear of that vehicle.i The legislation further stated that the study contain cost estimates and comparisons and that the findings of the study be reported to the Governor and members of the General Assembly by March 1, 2006. This is the report resulting from that study.
