Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS 315/6.1 (2012) added by Public Act 97-1172 (eff. April 5, 2013), allows the Governor of the State of Illinois to designate certain public employment positions with the State of Illinois as excluded from collective bargaining rights which might otherwise be granted under the Illinois Public Labor Relations Act. There are three broad categories of positions which may be so designated: 1) positions which were first certified to be in a bargaining unit by the Illinois Labor Relations Board on or after December 2, 2008, 2) positions which were the subject of a petition for such certification pending on April 5, 2013 (the effective date of Public Act 97-1172), or 3) positions which have never been certified to have been in a collective bargaining unit. Only 3,580 of such positions may be so designated by the Governor, and, of those, only 1,900 positions which have already been certified to be in a collective bargaining unit.

On September 27, 2013, Administrative Law Judge Thomas R. Allen issued a Recommended Decision and Order finding that designations made on behalf of the Governor by the Illinois Department of Central Management Services (CMS) pursuant to Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS (2012), were properly made. CMS's petition designated six positions at the Illinois Department of Employment Security, all pursuant to Section 6.1(b)(5).

Controlled Prairie Burn Waste Hauling Landfill Macon County, Illinois

Illinois EPA has scheduled the first controlled prairie burn at the former Waste Hauling Landfill site for late February to mid-March 2008. The specific date of the event will depend on weather conditions. The site is located west of Decatur, approximately 1/4 mile south of the Sangamon River on the north side of West Rock Springs Road. The controlled burn is necessary to eliminate accumulated dead vegetation and to stimulate new growth and diversity in the plant life. It will also eliminate invasive plant species, which have more shallow root systems than the mix of prairie plants on the landfill cap.

Hobson Creek Corridor Restoration Project, Phase 1: Tributary 6 to the East Branch DuPage River: Section 319 Project Report

The Hobson Creek Community Council completed the Hobson Creek Corridor Restoration Project, Phase 1 in order to protect against severe streambank erosion, to provide nonpoint source pollution control along Hobson Creek and to improve water quality of the downstream East Branch DuPage River. Installed stream stabilization techniques have provided effective and environmentally sound bank protection and channel stability for the Phase 1 reach. The Hobson Creek Community Council will provide long-term maintenance for the project site. Public involvement to date includes awareness of adjacent homeowners, numerous trail and parkway visitors near existing signage, and publication of three newspaper articles, one environmental newsletter article, and three professional trade magazine publications.

The Illinois Department of Transportation announced that beginning Monday, October 8, 2012, lane restrictions will be encountered along I-270 at the Chain of Rocks Canal Bridge and are estimated to be completed Friday, October 26, 2012, weather permitting. The lane restrictions will be first installed EASTBOUND and will be in place for 2 weeks. The lane restrictions willthen be moved to the WESTBOUND lanes and will be in place for one week.

Mauvaise Terre Creek Watershed: Final Stage 1 Progress Report

This report documents the analysis and findings of stage 1 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.
