They request a determination as to whether the Employer's proposal to maintain the status quo of the Entire Agreement clause, set forth in Article XXIII of the parties' expired Collective Bargaining Agreement, is a permissive or mandatory subject of bargaining within the meaning of the Illinois Public Labor Relations Act, 5 ILCS 315 (2014).
