The Illinois General Assembly enacted Senate Bill 1923 and on July 28, 2011 the Governor signed into law Public Act 097-0228 (the Act), establishing a Target Market Program to provide a remedial plan to address particular incidents and patterns ofegregious race or gender discrimination in transportation related contracts. The IllinoisDepartment of Transportation (Department) and the Chief Procurement Officer (CPO) do hereby jointly submit this annual report regarding the progress towards evidentiary inquiries and studies that may establish the Target Market Program.

The discount allows eligible vehicle owners a little relief in their budgets while continuing to enjoy the freedom that comes with owning a vehicle. The program is aimed toward senior citizens and persons with disabilities with specific qualifications. In addition to passenger, B-Truck and RV plate categories, most military license plates are eligible for the reduced fee as well.

Proposed Improvements for Illinois Highways FY2017

The Highway Improvement Program provides a portion of funding included in the Proposed Highway Improvement Program. The Program will be financed through local,state, and federal funding. A larege portion of the funding will finance projects on the state highway system as well as projects on local streets and highway systems. Specific improvements include highway and bridge improvements and construction, as well as safety and traffic improvements.
