Quarterly Report 4: Little Muddy River Watershed

This is fourth in a series of quarterly reports to provide an update of Total Maximum Daily Load (TMDL) development in the Little Muddy River Watershed. The Illinois Environmental Protection Agency (Illinois EPA) is responsible for TMDL development and has contracted with Camp Dresser and McKee (CDM) to complete TMDLs within this watershed. Illinois EPA plans to complete the TMDLs for this watershed within the next five months. This quarterly report provides a brief description of progress since the last quarterly report.

Crooked Creek Watershed TMDL Implementation Plan: Draft Report

This report documents the analysis and findings of stage 1 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.

Community reentry after prison drug treatment: Learning from Sheridan Therapeutic Community Program participants

Researchers from the Illinois Criminal Justice Information Authority and the WestCare Foundation interviewed 50 re-incarcerated participants of Illinois Sheridan Correctional Center National Model Drug Prison and Reentry Program. Sheridan is a fully-dedicated therapeutic community for adult male inmates, providing substance abuse treatment and aftercare. Research has shown reductions in recidivism among Sheridan graduates compared to other prisoners. This study identified contributors to the former Sheridan participants re-incarceration. The information and insights garnered from the inmates on the Sheridan program, aftercare, and parole may support program enhancements.

On November 23, 2010, Administrative Law Judge Sharon Wells, on behalf of the Illinois Labor Relations Board, issued a Recommended Decision and Order in the above-captioned matter. No party filed exceptions to the Administrative Law Judge's Recommendation during the time allotted, and at its February 8, 2011 public meeting, the Board, having reviewed the matter, declined to take it up on its own motion.

Decisions and Opinions of the Illinois State Labor Relations Board

Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS 315/6.1 (2012) added by Public Act 97-1172 (eff. April 5, 2013), allows the Governor of the State of Illinois to designate certain public employment positions with the State of Illinois as excluded from collective bargaining rights which might otherwise be granted under the Illinois Public Labor Relations Act. There are three broad categories of positions which may be so designated: 1) positions which were first certified to be in a bargaining unit by the Illinois Labor Relations Board on or after December 2, 2008, 2) positions which were the subject of a petition for such certification pending on April 5, 2013 (the effective date of Public Act 97-1172), or 3) positions which have never been certified to have been in a collective bargaining unit. Only 3,580 of such positions may be so designated by the Governor, and, of those, only 1,900 positions which have already been certified to be in a collective bargaining unit.
