Water Monitoring Strategy

In July 2002, the Illinois Environmental Protection Agency (Illinois EPA) Bureau of Water (BOW) conducted a review of Agency water monitoring programs and developed a water monitoring strategy for the 2002-2006 monitoring cycle. The 2002-2006 Monitoring Strategy document was developed to assess the effectiveness of current water monitoring programs and fulfill an Agency commitment made in the 2001 Environmental Performance Partnership Agreement (EnPPA) between the Region 5 U.S. Environmental Protection Agency (U.S. EPA) and the Illinois EPA, to develop a Surface Water Monitoring Strategy for the next five-year monitoring cycle. This BOW Water Monitoring Strategy addresses all Illinois EPA water monitoring programs funded by Federal Clean Water Act (CWA) Section 106 funds for the period of 2002 through 2006 and describes major surface and groundwater programs within the framework of U.S. EPA guidance developed for state monitoring and assessment programs.

Western Lion and Service Disposal #1 Landfill SitesLoxa Road and Route 316, Charleston, Illinois

After a history of environmental violations at the Western Lion and Service Disposal #1 Landfill sites, a temporary order from the Illinois Attorney Generals Office required all of the waste disposal operations to stop in January 1996. During an inspection by Illinois EPA in June 1997, field personnel discovered that an open trench had filled with 35-40 feet of leachate (rainwater that has traveled through the landfill and contacted waste). The leachate overflowed at times into nearby Riley Creek, a Class A Stream considered a "unique aquatic resource" in the state.

Walnut Point Lake Watershed Total Maximum Daily Load Stage Three Report

This report documents the analysis and findings of stage 3 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.

Waste Hauling Landfill Decatur, Illinois

Located less than 1/4 mile south of the Sangamon River and north of Rock Spring Road, the landfill has significant erosion, with wide erosion gullies. Visible leachate is observed on three sides of the landfill and drains into a stream that flows into the Sangamon River. No groundwater monitoring has been performed at the site, where depth to groundwater is less than twenty feet. Financial assurance for the site, in the form of a letter of credit, has expired and has not been renewed. The case is currently under enforcement action by Illinois EPA and the Illinois Attorney General's Office.

Watershed Implementation Plan for Lake Vermilion and the North Fork Vermilion River, Vermilion County, Illinois

Through a process of public discussions, problem areas were identified and prioritized, goals and objectives were established, implementation strategies and a cost analysis were put in place, all to guide future actions taken by this and/or other watershed management groups. The three problems of highest priority that were identified were: 1.) The water quality impairments which include excess nitrate and phosphorus concentrations in the river and lake; 2.) Wastewater contamination as indicated by fecal coliform in the river segment between Bismarck and Lake Vermilion; and 3.) Excess sediment loads in the river and Lake. The overall goal is to remove or decrease these inputs to achieve full intended use of the water resources.
