FY 2005 Capital Budget

The Fiscal Year 2005 Capital Budget, which reflects careful stewardship of taxpayer dollars and targets scarce capital resources to strategic priorities such as job creation, education, and public health and safety. This capital budget represents the first time the states entire capital program is consolidated in one appropriation bill and document, to improve understanding and accountability of the states capital program. This budget includes key projects in ten regions across the state as part of Opportunity Returns, my plan to restore economic opportunity throughout Illinois. Since each regions economy has a distinct identity, Opportunity Returns, the most aggressive job creation program in the nation, makes local investments that pay significant economic dividends to the state. This capital budget also expands investment in school construction for our K-12 education system, and assures a vital transportation network to underpin regional economies. It also proposes major investments in environmental programs including Brownfield renewal and water protection. Other major investments will support public health and safety. I promised to bring more transparency to the states capital budget. The people and legislators of Illinois now have a document that clearly outlines the States entire capital program, which includes ongoing work as well as new projects proposed for fiscal year 2005.

Embarras River watershed digital floodplain mapping, Champaign County, Illinois

The project objective was to assimilate the best available data to prepare digital maps of critical riparian corridors and areas at risk of flooding for the upper Embarras River, East Branch Embarras River, and Black Slough in Champaign County. Hydrologic, hydraulic, and digital data defining streams and floodplains were reconciled with digital orthophotos of the Embarras watershed. Using orthophotos as base maps, digital data sets were prepared of streams and rivers and floodplain boundaries expected for a flood having a one percent chance of occurrence in any given year. These maps were developed to provide easy-to-interpret information that identifies areas at risk during flood events. The maps were developed using ESRI ArcGIS 8.1 software and are on the attached CD-ROM in ready-to-print PDF format. The CD-ROM format is compatible with Microsoft Windows Operating System Version 95 or later. The CD-ROM contains the HEC-RAS hydraulic model used to simulate flood elevations, digital coverages used to compose the maps, digital photos of bridge crossings and landscapes of the watershed, and this report. Graphs of channel thalweg and water surface profiles showing the depth of flooding for the biennial flood event (2-year flood) and the one-percent annual chance of occurrence flood (100-year flood) provide additional information.

Environmental education programs target all ages from preschool children to graduate students. This guide focuses on resources for teaching K-12 students about the environmental effects of pollution and waste and strategies for improving the environment. It also includes some industrial chemistry resources. This reference guide includes links to classroom activities, background and policy information, standards, and reference sources that teachers can use to develop their own environmental education lesson plans. Because the scope of the topic is so broad, this is not meant to be an exhaustive list. Rather, it is designed to give you some places to start looking for resources. Feasibility Report: Small Scale Biodiesel Production

Biodiesel is the name given to fuel for Diesel engines created by the chemical conversion of animal fats or vegetable oils. Pure vegetable oil works well as a fuel for Diesel engines itself, as Rudolf Diesel demonstrated in his engine at the 1900 worlds fair with peanut oil as the fuel. However, vegetable oil is inherently viscous and cannot be burned efficiently at ambient temperatures in modern over-the-road vehicles. Conversion to Biodiesel fuel has the following advantages: - Readily mixes with petroleum diesel fuel in any ratio - Restores lubricity of low-sulfur diesel fuel by mixing as little as 1% biodiesel - Is made from renewable sources - Reduction in viscosity over vegetable oil - Can be burned in modern diesel with little or no modification - Reduction in emissions of o Sulfur dioxide by 100% o Soot emissions by 40-60% o Carbon monoxide by 10-50% o Hydrocarbons by 10-50% o Nitrous oxide by 5-10%, depending on engine tuning and the age of the engine. Nitrous oxide emissions may increase in some instances. This report is an overview of the Biodiesel production process on a small-scale basis.
