Skokie Firefighters Local 3033, IAFF -vs- Village of Skokie: On March 11, 2015, Administrative Law Judge (ALJ Deena Sanceda issued a Recommended Decision and Order in the above-captioned case, finding that the Village of Skokie did not violate sections 10(a)(4) and (1) of the Illinois Labor Public Labor Relations Act, 5 ILCS 315 (2014) as amended (Act), when it submitted to the interest arbitrator language concerning the examination process for the rank of Lieutenant. Specifically relying on our recent decision in City of Wheaton, 31 PERI 131 (IL LRB-SP 2015), in which we reaffirmed that submitting a permissive subject of bargaining to interest arbitration, does not, in and of itself, violate a duty to bargain in good faith under Section 10(a)(4) of the Act, the ALJ recommended the Complaint be dismissed.
