The Sanitary Water Board (SWB) was created out of the need to control, prevent, and abate pollution of the streams, lakes, ponds, and other surface and underground waters in the State of Illinois. The Board was authorized to adopt, modify or repeal, and promulgate standards of quality of the waters of the State under such conditions as the Board may prescribe for the prevention, control and abatement of pollution. The Pollution Control Board has since replaced the SWB.
