The State of Illinois has prepared its Capacity Assurance Plan (CAP) as required by Section 104(c)(9) of CERCLA. It requires states to demonstrate adequate capacity for the destruction, treatment, or secure disposal of all hazardous wastes that are reasonably expected to be generated within the next 20 years.
