Management Audit of the Flu Vaccine Procurement and the I-SaveRX Program

On May 30, 2005, the Illinois House of Representatives adopted House Resolution Number 394 which directs the Auditor General to conduct a management audit of the process followed in negotiating and entering into the contract with Ecosse Hospital Products Limited and in establishing and operating the I-SaveRx Program. Regarding the contract with Ecosse Hospital Products Limited, the Resolution directed the Auditor General to determine the roles played by the Office of the Governor and the Special Advocate for Prescription Drugs in negotiating and entering into the flu vaccine contract.

Management strategies for flood protection in the Lower Illinois River, Phase II: real-time simulation of flooding with UNET model.

This report documents the structure and the use of a windows-based interface developed by the Illinois State Water Survey for the Office of Water Resources, Illinois Department of Natural Resources. The current version of the interface program is able to download historic, real-time, and forecasted stage and flow data from the U.S. Geological Survey, U.S. Army Corps of Engineers, and the National Weather Service websites interactively. These data are used to update existing Data Storage System (DSS) database or to create new ones; to run the UNET model for historic, design, real-time, and forecasted flood events in the Lower Illinois River; and to post-process model outputs from DSS files in tabular and graphical formats.. This interface program uses the original UNET generic geometry and boundary condition files to maintain the same level of accuracy as the UNET model, but it also allows the user to change some of the parameters, such as, the simulation time interval, time windows, and numerical Corant number, and etc., in the BC file. The real-time simulation of a flood event simulates the flood stage profiles using forecasted stage and real-time flow data downloaded from related websites. With the primary focus on simulations of levee failures, the interface program lets the users modify parameters to simulate simple levee failures through the simple spillway approach for two types of complicated embankment failures, overtopping and piping. A new simulation can be performed using the modified levee information. The change of water surface elevation induced by modifying the levees can be compared with another simulation graphically and also in table format. Stage profiles from all the simulations can be plotted together with the levee heights on both sides of the channel along the Lower Illinois River to provide a visual view of the locations of overtopping. Overtopping locations and magnitudes will be tabulated should they occur.

Memorandum of Understanding

These are agreements between the Illinois Department of Human Services, the Governors Office of Management and Budget, Mattie Hunter, Vice-Chairperson of the Senate Health and Human Services Committee, Dale Righter, Republican Spokesperson of the Senate Health and Human Services Committee, Rosemary Mulligan, the Republican Spokesperson for the House Special Committee on Fee-For-Service Initiatives and Barbara Flynn Currie, Chairperson of the House Special Committee on Fee-For-Service Initiatives to transition from a grant-based payment structure to a fee-for-service payment methodology for community-based alcohol and substance abuse treatment, services for people with developmental disabilities, and to make a smooth transition to the SASS system. Also, the Department of Human Services agreed to initiate a pilot project aimed at the improvement of delivery of community-based services by increasing the use of the competitive selection process by an aggregate contractual value of $64,000,000, and committed to prompt payment for services. Beginning with State Fiscal Year 2005, the first $95,000,000 received by the Department shall be deposited 26.3% into the General Revenue Fund and 73.7% into the Community Mental Health Medicaid Trust Fund. Amounts received in excess of $95,000,000 in fiscal years 2005 and 2006 shall be deposited 50% into the General Revenue Fund and 50% into the Community Mental Health Medicaid Trust Fund. No reserve will be imposed upon Mental Health community providers by the Governors Office of Management and Budget. The State Comptroller, the Department of Human Services, the Department of Public Aid, the Department of Children and Family Services, the Department of Public Health and the Department on Aging agreed to identify cases of service provider hardship and give priority to paying those providers.

Metal Bioaccumulation by Garden Vegetables Grown on Soil Derived from Peoria Lake Sediment

This study was undertaken to determine whether use of recovered sediment as a growth media for garden vegetables promotes the bioaccumulation of undesirable elements in plant tissues. Five plant species, bean, broccoli, carrot, pepper, and tomato, were grown in pots containing either dewatered, aged sediment or a reference soil. Plant growth, development, and yield in the two soils were quantified. Edible and vegetative tissues from the plants were analyzed for 19 elements, including environmentally-important heavy metals and metalloids. Some plants grown in sediment showed a greater biomass and yield as compared to the Ag soil. Elemental analysis of the tissues revealed that only Zn and Mo were elements that were significantly greater in sediment-grown plants on a consistent basis.
