Illinois Department of Revenue publication FY 2004-15 Real Estate Transfer Tax Changes, Informational Bulletin to: All persons or entities transferring a beneficial interest in real property located in Illinois. Public Act 93-657 amends the Illinois Real Estate Transfer Tax Law. Effective June 1, 2004, the tax is imposed on the privilege of transferring the following additional types of beneficial interests in real property: the lessee interest in a ground lease for a term of 30 or more years; and the indirect interest in real property as reflected by a controlling interest in a real estate entity. Before June 1, 2004, these transactions were not taxed by the State of Illinois. This informational bulletin explains the additional types of beneficial interests now subject to the tax; what forms must be completed; and how much tax is owed.

Please do not use Form NUC-1 or any other registration forms you may have previously used. Illinois Department of Revenue publication FY 2004-23 Metro-East Mass Transit District Fee, Informational Bulletin, is to: Vehicle dealers located in the Metro-East Mass Transit District (MED) portion of St. Clair County. Effective July 1, 2004, we will begin administering the fee on vehicle sales imposed by the Metro-East Mass Transit District. Instead of paying the fee directly to the transit authority, you must remit the fee to us along with any tax owed on Form ST-556, Sales Tax Transaction Return. We have revised Form ST-556 and instructions to accommodate this change.

The African-American Family Commission, the African-American Family Research Institute, the Jane Addams College of Social Work, University of Illinois at Chicago, and the Institute for Research on Race and Public Policy, University of Illinois at Chicago, convened a symposium on April 6, 2004 to access the state of the African-American family and community. The symposium brought together advocates, consumers, practitioners, policymakers and researchers from across the state.
