Dutchman Creek TMDL Report

This report documents the analysis and findings of stage 1 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.

Department of Healthcare and Family Services. Financial Audit for theyear ended June 30, 2011

This report covers our financial audit for the year ended June 30, 2011 and compliance examination for the two years ended June 30, 2011 of the Department of Healthcare and Family Services. At June 30, 2011, the Health Insurance Reserve Fund was owed $1,275,439,000 from other State funds and component units to fund current costs for State employees health insurance. As of June 30, 2011, the Other Postemployment Benefit Plan has a financial liability of $5,716,357,000. The Actuarys Report estimated the liability for Other Postemployment Benefits as of June 30, 2011. The Unfunded Actuarial Accrued Liability was estimated to be $33,295,354,000. Current financial reporting standards do not require the entire actuarial liability amount be reported on the face of the financial statements; however, the information is disclosed in Note 9 of the financial statements.

Does My Business Need an Air Pollution Control Permit?

This document is intended to provide a guide or roadmap to assist you in determining whether your business requires an air pollution control permit or registration from the Bureau of Air. Figuring out whether or not a permit or registration is needed has been confusing and frustrating to many small businesses. While this document is intended to help explain how to make this determination, it does not provide a definitive answer for every person or facility. Permit decisions can be complex matters and situations requiring interpretation and assistance can arise. You are encouraged to call the Agency's Bureau of Air Permit Section at 217/785-1705 if you have additional questions or concerns. Someone will be ready to assist you. If you have questions on the requirements for registration under the Registration of Smaller Sources, also known as the ROSS program, you should call the Small Business Environmental Assistance Program (SBEAP) at 800-252-3998. You may also wish to obtain assistance from an independent environmental professional of your choice.

Decisions and Opinions of the Illinois State Labor Relations Board

Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS 315 (2012), allows the Governor to designate certain employment positions with the State of Illinois as excluded from collective bargaining rights which might otherwise be available under Section 6 of the Act. This case involves such designations made on the Governors behalf by the Illinois Department of Central Management Services (CMS) in a petition filed in Case No. S-DE-14-158. On January 31, 2014, Administrative Law Judge (ALJ) Anna Hamburg-Gal issued a Recommended Decision and Order (RDO), finding the designations comport with the requirements of Section 6.1. We agree with her assessment.

Ellsworth Industrial Park Re: Downers Grove Area Groundwater Investigation

Both Illinois EPA and U.S. EPA have been actively investigating since last fall the source of the contamination in the groundwater. Illinois EPA made door-to-door interviews and inspections of businesses located in or near the Ellsworth Industrial Park. Both Illinois EPA and U.S. EPA mailed requests for information to businesses that have used solvents for their processes, and U.S. EPA obtained access to private property in the industrial park.Recently, during the Phase II investigation work, Illinois EPA and U.S. EPA completed installation of 42 monitoring wells for groundwater evaluation within the Ellsworth Industrial Park, collected approximately 150 soil samples and 80 groundwater samples. A map of the sampling area will be included in a separate pdf attachment.

Eastbound I-64 at I-55/70

The Illinois Department of Transportation today announced that eastbound I-64 will be reduced to one lane between the I-55/70/64 split and 18th Street in East St. Louis beginning at 8:00 pm September 6, 2012 until 6:00 am the following morning, weather permitting. These lane restrictions are necessary to remove a sign truss over eastbound I-64. Motorists should also expect 15 minute closures while the truss is being lifted from over the traffic lanes. Traffic will be allowed to clear after each closure. Although delays are expected to be minimal, please consider alternate routes or use extra caution when traveling through this area. The contractor on this project is Keeley and Sons from East St. Louis, Illinois. John Scheibal is the Supervising Field Engineer for the Illinois Department of Transportation in this area.

Decisions and Opinions of the Illinois State Labor Relations Board

On August 3, 2012, Administrative Law Judge (ALJ) Anna Hamburg-Gal issued a Recommended Decision and Order (RDO) finding the Village of Midlothian (Respondent of Village) violated sections 10(a)(4) and (1) of the Illinois Public Labor Relations Act (Act or IPLRA), 5 ILCS 315 (2010), by bargaining to impasse on its proposal that the discipline or discharge of an employee represented by the Midlothian Fire Fighters Association, Local 3148, IAFF (Charging Party or Union) should not be subject to the parties' grievance and arbitration procedures. In contrast, she found the Village did not violate sections 10(a)(4) and (1) of the Act by adopting an ordinance which vested its board of fire and police commissioners with the authority to issue discipline.
