Petroleum Vapor Problems in Northeast Hartford Basements Hartford, Illinois

Refining, storage and pipeline transportation of petroleum products have dominated industrial activity in northern Hartford for many decades. The three adjacent refinery properties of the area have gone through several successive owners and name changes over these decades. The current owners of these refineries are Premcor Refining Group (formerly Clark Oil and Refining; Apex Oil Company was another former owner), BP Products of North America (formerly Amoco) and ConocoPhillips (former owner Shell). The long history of refinery operations in the area is accompanied by a long history of petroleum releases from pipelines and on-site facility units. Crooked Creek Watershed TMDL Implementation Plan: Draft Report

This report documents the analysis and findings of stage 1 of the TMDL development for water segments within this watershed. Water quality data are gathered by the IEPA, the US Geological Survey, and the USEPA. Illinois is required to identify water bodies that do not meet water quality standards and to determine the Total Maximum Daily Load for pollutants causing the impairment.

Community reentry after prison drug treatment: Learning from Sheridan Therapeutic Community Program participants

Researchers from the Illinois Criminal Justice Information Authority and the WestCare Foundation interviewed 50 re-incarcerated participants of Illinois Sheridan Correctional Center National Model Drug Prison and Reentry Program. Sheridan is a fully-dedicated therapeutic community for adult male inmates, providing substance abuse treatment and aftercare. Research has shown reductions in recidivism among Sheridan graduates compared to other prisoners. This study identified contributors to the former Sheridan participants re-incarceration. The information and insights garnered from the inmates on the Sheridan program, aftercare, and parole may support program enhancements.

Decisions and Opinions of the Illinois State Labor Relations Board

Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS 315/6.1 (2012) added by Public Act 97-1172 (eff. April 5, 2013), allows the Governor of the State of Illinois to designate certain public employment positions with the State of Illinois as excluded from collective bargaining rights which might otherwise be granted under the Illinois Public Labor Relations Act. There are three broad categories of positions which may be so designated: 1) positions which were first certified to be in a bargaining unit by the Illinois Labor Relations Board on or after December 2, 2008, 2) positions which were the subject of a petition for such certification pending on April 5, 2013 (the effective date of Public Act 97-1172), or 3) positions which have never been certified to have been in a collective bargaining unit. Only 3,580 of such positions may be so designated by the Governor, and, of those, only 1,900 positions which have already been certified to be in a collective bargaining unit.

Decisions and Opinions of the Illinois State Labor Relations Board

On January 5, 2012, Executive Director John F. Brosnan dismissed the unfair labor practice charge filed by the International Brotherhood of Teamsters, Local 700 (Charging Party) in the above-captioned case. The Charging Party alleged that the State of Illinois, Department of Central Management Services (Respondent) violated Section 10(a)(1) of the Illinois Public Labor Relations Act, 5 ILCS 315 (2010), as amended (Act), by failing to provide bargaining unit member Master Sergeant Beliveau with union representation at an interview as he had requested. The Executive Director dismissed the charge, finding Beliveau had no right to the presence of a union representative under NLRB v. Weingarten 420 U.S. 251 (1975), and its progeny because Beliveau lacked a reasonable expectation that he might be disiplined.
