Using statewide public opinion and observational safety belt surveys of Illinois licensed drivers, this report evaluates the impact of the Click It or Ticket campaign (a nationally recognized high visibility and massive effort to detect violators of safety belt laws) on safety belt usage and issues among African American and Hispanic minorities in the City of Chicago and rural residents in Illinois. The safety belt issues include self-reported belt use, motorists opinion and awareness of the existing local and state safety belt enforcement programs, primary seat belt law, and safety belt related media programs and slogans.
The question of whether a legislator should have his or her years of service capped by term limits is an issue that demands attention because of significant voter support in Illinois. Legislative term limits have long been a popular response to perceived corruption or inaction in politics. Almost eight in ten [voters] (78.7 percent) favor, and more than half [of voters] (54.0 percent) strongly favor term limits.1 However, since term limits are not currently incorporated into any article of The Constitution of the State of Illinois of 1970 (hereinafter Illinois Constitution), those supporting term limits must amend the constitution to include them. This task is easier said than done.

Mary Levy vs Service Employees International Union, Local 73: On January 9, 2014, Mary Levy (Charging Party) filed a charge in Case No. S-CB-14-017 with the State Panel of the Illinois Labor Relations Board (Board), in which she alleged that the Respondent, Service Employees International Union, Local 73 (Union) engaged in unfair labor practices within the meaning of Section 10(b) of the Illinois Public Labor Relations Act, 5 ILCS 315 (2012), as amended (Act). After an investigation conducted in accordance with Section 11 of the Act, I determined that the charge fails to raise an issue of law or fact sufficient to warrant a hearing and issue this dismissal for the following reasons.
